The Power Plant's output is variable, effected by both the number of engineers and their experience. Assuming a full staff, a Power Plant should be able to produce at least 120MW of electricity at a low level of experience, with a moderately experienced staff--especially with a few highly-experienced engineers to pick up the slack from inexperienced recent hires--able to reliably produce over 200MW.

The power radius=30,000(600 feet); half of a Wind Turbine's radius and 100 feet more than a Substation's radius. Best to centrally locate it to where the player plans on needing its electrical grid. It is a big structure with some pollution issues, so finding an ideal spot is difficult.
