Garages provide Tropicans with transportation, so they don't have to walk everywhere. It is also a workplace for Teamsters, which transport goods around the island.
Pollution is almost non-existant, so it is unlikey to generate a trash receptical. Nearby buildings/people may cast off trash which probably gets collected somehow if within a garbage dump's area.

Place close to housing, workplaces, and frequented service buildings. Distance from the garage doors to Housing egresses effect the 'appeal' factor of Tropican Housing decisions. Housing not close enough(~100+ feet) to a Garage may require lower 'rent' to attract tenants. Housing Quality and proximity to a Tropicans workplace also play roles in the 'appeal' factor. Other buidings proximity are mostly irrelivant as Tropicans/Tourists will use the nearest Garage Door or walk depending on the distances involved to their destination. A Tropican that is walking long distances is going to be less productive.
