Fountains are beauty objects without any noticable beauty, which are more cosmetic(paved walkway) in nature then Trees.

Strategy

Gardens are true beauty enhancers, but it doesnt hurt anything to use fountains for a cosmetic coverup of an unpaved walkway near a building(workplace or housing), just don't crowd the foot-traffic pathing too much. While beauty isn't noticably effected, enviromental happiness seems to get very slight upticks as with Trees.
