Edicts are laws and proclamations that affect events in Tropico 5 by giving benefits, often in exchange for negative effects.

Colonial Era[]

Extra Rations[]

  • Requirements: None.
  • Effects: Allows people to eat whenever they want. This increases the food quality (+20) around the island and pleases the communists (+10) but increases (+50%) the amount of food consumed, possibly leading to starvation.

No Free Lunch[]

  • Cost: $3,000
  • Requirements: None.
  • Effects: Ends Tropico's tradition of free food handouts, requiring citizens to pay for the foods that they eat. This is approved by capitalists but opposed by communists.

Military Drills[]

  • Cost: $3,000
  • Requirements: At least three military buildings.
  • Effects: Sets up intense training exercises for the island's military, making squads perform better in battle for the next 5 years. Can only be activated once every 5 years.

Martial Law[]

  • Cost: $0, plus monthly upkeep.
  • Requirements: At least three military buildings.
  • Effects: Imposes strict military rule on the island. This decreases crime, is approved by militarists, and cements El Presidente as the island's leader by cancelling all elections. However, this massively decreases liberty, tourism ratings, and all production, while also increasing unrest.

Disaster Relief Fund[]

  • Cost: $1,500, plus monthly upkeep.
  • Requirements: None.
  • Effects: Sets up a fund for helping restore the nation in the event of a natural disaster. This lowers the likelihood of people dying from disasters and permanently lowers the cost of rebuilding destroyed buildings.

Tax Cut[]

  • Cost: Depends on number of citizens who are Well-Off or richer.
  • Requirements: None.
  • Effects: Gives richer citizens some of their tax money back, raising their personal approval rating.

Right to Arms[]

  • Cost: $1,000
  • Requirements: None.
  • Effects: Allows Tropican citizens to purchase and use firearms. This increases Liberty, makes infantry units stronger in combat, and pleases militarists, but raises the crime rate and makes casualties more common during civilian uprisings.

Mardi Gras[]

  • Cost: $2,500
  • Requirements: A Tavern.
  • Effects: Sets up a Mardi Gras celebration on the island. This increases the quality of entertainment on the island, but the drunken crowds also increase the amount of crime and, ironically, the celebration upsets the religious. Can only be performed once every 2 years.

Wealth Tax[]

  • Cost: $0
  • Requirements: At least one citizen who is Rich or richer.
  • Effects: Places a tax on the income of the island's wealthier citizens. This generates revenue based on the number of Rich and Filthy Rich citizens, but naturally upsets said citizens. The tax is approved by communists but opposed by capitalists.

Urban Development[]

  • Cost: $7,000
  • Requirements: 'Red Tape' must be researched.
  • Effects: Sets up a fund for the development of the island's city centers, halving the cost of residential buildings for the next 2 years.

Building Permit[]

  • Cost: $1,000
  • Requirements: 'Red Tape' must be researched.
  • Effects: Requires that all new construction projects on the island pay for a "building permit," increasing the cost of buildings by 20%. Half of the cost for this permit is wired to El Presidente's Swiss Bank Account instead of the treasury.

Census[]

  • Cost: $10,000
  • Requirements: 'Red Tape' must be researched.
  • Effects: Performs an official count of people in the nation, helping to discover those with special manager skills. Can only be performed once every 10 years.

World Wars Era[]

Sovereign Debt[]

  • Cost: Special.
  • Requirements: None.
  • Effects: Allows the Tropican government to either issue or buy back bonds. Issuing bonds earns the island $10,000 each time, but lowers its credit rating. Buying bonds will raise the credit rating back up, but their price will be higher due to interest.

Prohibition[]

  • Cost: $0
  • Requirements: None.
  • Effects: Outlaws the production, sale, and consumption of alcohol on the island. This increases the effectiveness of production buildings by 5 and increases the relationship with the religious. However, all taverns, night clubs, and rum distilleries on the island will be shut down and crime on the island will significantly increase as a market for illegal liquor is created.

Amnesty[]

  • Cost: $5,000
  • Requirements: At least one Rebel Leader.
  • Effects: Offers members of the rebellion a pardon for their crimes and gives them a chance to rejoin society. Rebels who feel that conditions on the island have improved since they became rebels may take the offer, becoming ordinary citizens again.

  • Cost: $500
  • Requirements: None.
  • Effects: Ends Tropico's tradition of free healthcare, requiring citizens to pay for visits to clinics and hospitals.

Smear Campaign[]

  • Cost: $2,500
  • Requirements: None.
  • Effects: Initiates a campaign of demonizing one of the island's factions. Members of the targeted faction will lose support based on El Presidente's approval rating and may drop out of the faction entirely. The remaining members of the faction - especially its leader - will have reduced approval.

Early Elections[]

  • Cost: $0
  • Requirements: None.
  • Effects: Forces elections to be held next year. This is good to use if you believe people will become unhappy and vote against you by the time a scheduled election happens.

Agricultural Subsidies[]

  • Cost: $0, plus monthly upkeep.
  • Requirements: None.
  • Effects: Subsidizes the island's agricultural industries, increasing the effectiveness of all plantations and hydroponic farms by 50 but upsetting the capitalists.

Global Research Initiative[]

  • Cost: $5,000, plus $600 monthly.
  • Requirements: An Embassy.
  • Effects: Starts a program for sending scientists abroad and sharing research data across national borders, earning the island extra research points based on the number of superpowers that have a high standing with Tropico. This show of international cooperation is approved of by globalists but viewed negatively by nationalists.

Industrialization[]

  • Cost: $10,000
  • Requirements: None.
  • Effects: Sets up a fund for the development of the island's industries, halving the cost of industrial buildings for the next 2 years.

Social Security[]

  • Cost: $10 every month for every kid, student, and retiree.
  • Requirements: 'Socialism' must be researched.
  • Effects: Gives money to all kids, students, and retirees on the island to ensure they have at least Poor levels of wealth. Social security is approved by communists but opposed by capitalists.

Literacy Program[]

  • Cost: $500, plus $100 monthly for every high school and college.
  • Requirements: A High School and 'Socialism' must be researched.
  • Effects: Initiates a program to increase literacy. This increases the rate at which citizens graduate high school and college.

Mortgage Subsidies[]

  • Cost: $2,000, plus $20 monthly for every residence.
  • Requirements: 'Socialism' must be researched.
  • Effects: Subsidizes some of the payments and costs involved in owning a home, essentially lowering the wealth required for citizens to live in residential buildings. Globalists like this while nationalists don't.

Cold War Era[]

Secret Police[]

  • Cost: $500 monthly for every police station.
  • Requirements: A Police Station.
  • Effects: Gives the island's police more power to monitor citizens, revealing people with special roles like rebels and faction leaders faster.

Big Brother[]

  • Cost: $15,000
  • Requirements: A Police Station, "Secret Police" edict issued.
  • Effects: Sets up security cameras around residential areas. This immediately reveals the special roles of two thirds of unidentified citizens with roles and permanently decreases crime from residential buildings.

Provoke the Rebels[]

  • Cost: $5,000
  • Requirements: Active rebels.
  • Effects: Provokes the rebels into believing that now would be a good time to attack. This instantly starts a random rebel attack, making this a good edict to use if you believe you have a large enough military at the moment to take out a lot of rebels.

Waste Sorting[]

  • Cost: $1,000
  • Requirements: None.
  • Effects: Starts grouping and sorting the island's trash by their elements (such as glass or plastic), making it easier to recycle or recover. This reduces pollution from residential buildings and pleases environmentalists.

Contraception Ban[]

  • Cost: $1,000
  • Requirements: None.
  • Effects: Bans the use of condoms, birth control pills, and other contraceptive products. This boosts the island's birth rate and is seen as a moral law by the religious but decreases liberty.

Geological Survey[]

  • Cost: $10,000
  • Requirements: None.
  • Effects: Professionally surveys the island's mineral wealth, increasing the amount of bauxite, coal, gold, iron, and uranium in every mine that's not already completely depleted. Industrialists are supportive of this.

Immunization Campaign[]

  • Cost: $10,000, plus $300/month.
  • Requirements: A hospital.
  • Effects: Starts a two year long campaign of vaccinating the island's population. When this edict is complete, the efficiency of all clinics and hospitals is increased and citizens become less likely to die from poor healthcare. Environmentalists take issue with mandatory vaccinations.

Hydraulic Fracking[]

  • Cost: $15,000
  • Requirements: None.
  • Effects: Legalizes the use of hydraulic fracking, increasing the amount of oil that can be obtained from every deposit that's not already completely depleted. Hydraulic fracking is a controversial method that's supported by industrialists and opposed by environmentalists.

Sensitivity Training[]

  • Cost: $500, plus $5/month for every soldier and police officer.
  • Requirements: A Police Station.
  • Effects: Gives the police and military training on how to do their jobs and respect civil rights. This lowers the impact that police and military buildings have on liberty, but upsets the militarists.

Tourism Campaign[]

  • Cost: $7,000
  • Requirements: 'Naive Foreigners' must be researched.
  • Effects: Advertises Tropico's tourism industry, raising the tourism rating for the next 5 years.

"Organic" Campaign[]

  • Cost: $7,500
  • Requirements: 'Naive Foreigners' must be researched.
  • Effects: Switches Tropico's from conventional to organic farming. This shuts down all hydroponic and factory farms, but increases the price of all agricultural goods by 20%. Environmentalists are supportive of organic farming.

International Summit[]

  • Cost: $10,000
  • Requirements: 'Naive Foreigners' must be researched, an Airport or Aerodrome.
  • Effects: Hosts an international summit in Tropico, increasing all foreign relations by 20 for the next 5 years.

Modern Times Era[]

Same-Sex Marriages[]

  • Cost: $200
  • Requirements: None.
  • Effects: Allows two citizens of the same sex to marry and live together. A side effect of allowing same-sex marriages is having a bit more housing space, due to more people being able to live together. While active, same-sex tourist couples will be able to visit the island, therefore increasing the overall number of tourists and the tourist rating. Despite officially opposing the measure, religious citizens and workers will still be able to marry members of the same sex. Same-sex marriages are met with approval by globalists.

Nuclear Test[]

  • Cost: $0
  • Requirements: A nuclear program.
  • Effects: Tests a nuclear missile to extort money from the rest of the world. This significantly reduces foreign relations.

Smoking Ban[]

  • Cost: $0
  • Requirements: None.
  • Effects: Bans smoking on the island. This increases the life expectancy of citizens and decreases their chances of dying from poor healthcare. However, it shuts down all cigar factories and tobacco farms, decreases liberty, and causes unrest. Industrialists are opposed to losing the tobacco industry, but environmentalists approve the ban as it reduces litter from cigarette butts.

Legalized Substances[]

  • Cost: $0
  • Requirements: None.
  • Effects: Legalizes the sale and use of recreational substances that other nations don't permit, providing the island with money and an increase in tourism but causing a drop in foreign relations. The religious don't approve of this edict on moral grounds while nationalists dislike that it attracts foreigners.

Commuting Program[]

  • Cost: $3,500, plus $35 monthly.
  • Requirements: None.
  • Effects: Encourages commuters to carpool, walk, or use mass transportation, reducing the number of people using cars. This improves the relationship with the environmentalists.

Stem-Cell Research[]

  • Cost: $8,000, plus $200/month per clinic and hospital.
  • Requirements: A clinic or hospital.
  • Effects: Allows biomedical research using stem cells. This allows clinics and hospitals to start producing research points, but increases their budgets.

Social Engineering[]

  • Cost: $4,500
  • Requirements: None.
  • Effects: Initiates a campaign of deifying one of the island's factions. Some citizens will immediately convert to the chosen faction and it's membership rate will be permanently boosted.

GM Crops[]

  • Cost: $4,500, plus $200 monthly.
  • Requirements: None.
  • Effects: Legalizes the use of genetically-modified food for greater yields, making it so that the same amount of farmland can feed a greater number of people. This makes it so citizens require less food. Environmentalists are opposed to GM crops.

Host the Olympics[]

  • Cost: $10,000
  • Requirements: A stadium.
  • Effects: Hosts the Olympics. This permanently increases the effectiveness of all stadiums and increases the tourism rating based on the number of stadiums on the island.

E-Government[]

  • Cost: $10,000
  • Requirements: 'The Internet' must be researched.
  • Effects: The Tropican Government issues and repeals edicts via the Internet, decreasing the prices of the edicts by 25%.
  • Note: Has no noticeable effect on Environmentalists.

IT Education[]

  • Cost: $2,500, plus $1/month for every middle-aged or senior citizen.
  • Requirements: 'The Internet' must be researched.
  • Effects: Starts a technological literacy campaign, especially for older workers. This pushes back the age of retirement.

Free Wi-Fi[]

  • Cost: $15,000
  • Requirements: 'The Internet' must be researched.
  • Effects: Sets up free Wi-Fi hotspots around the island's residential and tourist areas, increasing the effectiveness of hotels and the housing quality of residential buildings.
