The Constitution shapes how El Presidente rules Tropico. It is available after declaring independence (and winning the war against the Crown, if choosing revolution). There are 4 paragraphs per era available, 2 of them are initially unlocked and 2 of them requires research.

Voting Rights[]

The Electorate consist of all Citizens who have reached their majority, who shall vote by Ballot in order to determine whose buttocks shall occupy the Seat of Power and upon whom the nation of Tropico shall depend for its Leadership and Executive Discretion.
Wealthy Citizens Vote	Only citizens that have an economic wealth of well-off or higher are allowed to vote. Broke and poor citizens' chance to turn rebel is increased by 10.	The Electorate shall consist of all those Citizens who have demonstrably proven their merit by virtue of their substantial contributions to both the Provision of Employment and Tax Revenue of the nation of Tropico, and thus earned the Right to Vote by Ballot to determine the position of President.
Open Ballot Elections	Employees of governmental buildings vote for El Presidente regardless of their approval. Those with an approval below 45% might turn rebel, with a chance of this increased by 10.	Those Ballots cast to determine the position of President, being of such importance to the Sovereignty of the nation of Tropico, shall be made a matter of Public Record, and thus available for the Scrutiny of all Citizens, rather than being accessible solely to Ballot Officers.

Militia	Soldiers requires no education. In case of military conflicts each barracks will provide one militia squad.	It is the Sovereign Duty of the Nation to provide for calling forth the Militia to execute the Laws of the Union, suppress insurrections and repel invasion; and this being so, no Soldier shall be prevented from serving Tropico through lack of possession of any specific certificate of Education.
Professional Soldiers	Soldiers are required to have at least a high school education. Damage of squads is increased by 10%. Militarists standing is increased by 10.	The Defence of the Nation being of the highest import and significance, all Citizens accepted to serve in the Army, Navy, or armed forces of any other kind shall be required to demonstrate the Mental Capacities befitting the expectation of being tasked with wielding a Firearm.

The Pacifist State option is disabled if the mission requires the use of military.

Religion and State[]

Freedom of Religion	Default state (meaning no modifiers).	The Government of Tropico shall make no law respecting an Establishment of Religion, or prohibiting the Free Exercise thereof, thereby protecting its Lawful Representatives from undue interference by Clergy or Ministry, and ensuring the Undiminished Liberty to practice Worship, Ceremony, or Sacrament of all kinds, whether Spiritual or Temporal.
Atheist State	Increases the efficiency of education and research buildings by 50%. Disables (but does not prevent construction of) religious buildings. Citizens are less likely to orient their political views towards the religious faction.	It being the Will of the Will of the People to recognize unequivocally that Religious is the Religion is the Opium of the Masses, no form of Reverent Congregation, Act of Worship, Sacramental Rite, Prayer or Meditation, Ordination with Silly Hats, Baptism by Fire or Water, Snake Charming, or Yoga shall be permitted, tolerated, or warranted.

Happy Childhood	Default state (Citizens will start working at 18 years old and will retire at 65).	The Government of Tropico shall power to Limit, Regulate, and Prohibit the Labor of Persons under Eighteen Years of Age, notwithstanding Wholesome Employments such as the Delivery of Newspapers, the Painting of Fences, the Manufacture and and Sale of Lemonade, Mowing of Lawns and Fields, and general scallywaggery.
Early Retirement	Lowers the retirement age by 5 years (60 years old). Increases the job quality of each workplace by 5.	It being recognized that the Mandatory Labor of the Elderly or Infirm represents an Affront to their Dignity and Liberty, the Age of Retirement shall be lowered and the Provision of Pensions raised to permit the earlier commencement of Appropriate Post-Employment Pursuits, including but not restricted to Golf.

The Consumption of Power being an Inalienable Right of all Citizens, it is hereby mandated to Regulated, Modulated, and Superintend said Consumption for the purposes of Maximal Efficiency, notwithstanding any requisite Bureaucratic Nitpickery that may result through the Orderly Administration of this policy.
Economy First	Increases the efficiency of industrial buildings by 10%. Increases pollution of industrial buildings by 50%.	Given the Primacy of the Invisible Hand of the Marketplace, the Government hereby avows to render Translucent and Diaphanous any and all Regulations of Restraint applicable to those Business and Corporations upon whom the Commercial Prosperity of Tropico rests, including and not restricted to those limiting Effluents, Coontaminants, or Adulterations.

Best Country on Earth	Citizens are not allowed to emigrate.	It being Irrevocably Established that Tropico is superior in any and all Measure or Value to each and every other Inferior Nation of Foreign Provenance, there shall be no possible justification for Transfer of Citizenship, Transposition of Domicile, or Translocation of Assets.
